Install In Progress will not quit. Blocks powering down and any Upgrade

• Where are you seeing the alert "Install in progress"? Is this for an app install, a possible macOS update, or something else?

This was not helpful - I still can not shut down because something is running as an install. I dont know how to identify what it is that is running. Please advise.
