Not receiving deletion notifications when a photo is deleted from a shared iCloud photo library.

I currently have a shared iCloud photo library set up between me and my husband. According to apple support documents, when he deletes a photo I have shared to the library, I am supposed to receive a notification but I am not receiving them. I have set up shared libraries between 2 of my children's devices and they get notifications when the other deletes a photo. The notification looks similar to when someone comments or likes a photo in a shared album with the picture app icon.

Things tried so far:

1. All devices are running the most current software (16.3)
2. Confirmed option for notification is toggled on in settings.
3. Toggling off and on notification multiple times.
4. Toggled on and off photo notifications in general
5. Restarting the device
6. Deleting the shared library and re-adding it (multiple times)
7. Tried inviting the library from different devices
8. Set up a shared library with someone else - still no notifications
9. Signed out of iCloud on all devices
10. Factory resetting ALL my apple devices
11. Contacted apple support - they had no solution

I have found next to no information out there related deletion notification and frankly I think it's because a lot of people don't realize they are supposed to be receiving a notification when someone else deletes a photo. In addition, I think there's confusion between shared iCloud photo library and shared albums.

If anyone has found a solution I would greatly appreciate it.
