When I press the info button on a photo it doesn’t show a question mark on the person, How do I manually do it?

Their responses so far are that the pictures revert to this “after a time”. Well, does “after a time” mean one day? The small face of a person with a question mark doesn’t appear on some photos even though there’s clearly someone in there. Is there a way I can tag the person with a name? I want to tag every person in my gallery with a name but the small face with the question mark that appears when you tap the “i” icon and that lets you tag the person with a name doesn’t appear on some photos, even though there is clearly a person seen. Is there any way I can still tag the person with a name?
