is Image Capture 8.0 compatible with my Epson 4990 Photo scanner using my MacBook Pro 2015 with OS Monterey 12.6.2? and how to use it please, as I get "failed to open a connection to device (-21345)". thank you.

You need to install the Epson ICA scanner driver. Image Capture uses the ICA driver.
Go to the Epson support page for your 4990 and download & install the driver:

Using a Epson ET 2750 Printer / Scanner via AirPrint.
The only missing element was the ICA Driver from epson.
Using this setup in Big Sur, Monterey and now Ventura and it work well
