Forgot Apple ID password on hacked Apple ID

I have my trusted device that doesn’t have cell service anymore, and it is not signed into my iCloud nor is my I message and I forgot my Apple ID password to sign in my Apple ID but I DO have my recovery key,

—-but when I use that recovery key it says I it’s needs to be on the recognize phone, well tit is my recognized phone but it doesn’t recognize it
