Why is AI eps is saving as a Gimp file?

Ventura removed support for .ps/.eps files in Finder and Preview. It also removed the .ps/.eps support in any Quick Look engine. If your default graphics tool is GIMP, and is the open with application in a Finder Get Info, then the operating system will likely assign your .ps/.eps files as GIMP files.

You can still open and view .ps/.eps files in the free Skim PDF reader.
