App Store Region

I l have visited Turkey in January and bought some App Store gift cards for 50 Turkish lira and used it and an amount of 0.12 Turkish lira was left. I’ve tried to change the region to India after I came back and it didn’t allow me to change my region. It said that I need to use all my balance before changing the region. There’s no app on App Store that costs 0.12 Turkish lira hence why I request for help in this regard. Thank you in advance
