I changed the function of the right Shift key in a previous OS version, but now that I have Ventura 13 I can't find a way to go back to the default setting. Shift does not show up in the list of modifier keys in keyboard shortcuts.

Did you try from >System Settings>Keyboard

I think they may have moved those to Desktop and Dock, have a look there.
