“This volume does not meet the requirements for this update”.

I have a bit of an issue. My Mac mini (2018) still runs on Catalina (10.15.3) because I need to use certain software that won’t work on higher OSX’s.

However, I now need to use a bit of software that minimally requires OSX 10.15.7 (the last Catalina update).

I thought I could just install 10.15.7 by downloading it from the Apple site, but that installer tells me: “This volume does not meet the requirements for this update”.

Is there a workaround for this?

I believe you've probably downloaded an updater for macOS Catalina and not the full installer that is required.

You'll find the link to that full installer that you need in this document: How to download macOS - Apple Support

The drive volume that you install Catalina and newer to must be formatted and partitioned as an APFS volume.
