Can I update Safari 13.1.2 without updating Mac OS 10.13.6?

Is updating MacOS(10.13.6) required to update Safari(13.1.2) ?

Safari can't be updated past 13.1.2 without upgrading the OS. If you're using a version of High Sierra older than 10.13.6 and don't want to update to it, you'll only be able to use the one currently on your system.
