shortcut app shortcut keys only work when the shortcut app is the active app

earlier last year I use Shortcut to turn on and off lights. and had setup shortcut keys for the 2 actions.


Although Finder had to be the active app selected for the shortcut keys to work, that was an easy click on the desktop.


A few months ago the shortcut keys stopped working. I wouldn't work out why until today.

Shortcut has to be the active app for the shortcut keys to work now.


which is a bit dumb, since it's hardly on. and if I have to launch Shortcut, I might as well just launch the home app and turn the lights on there.


any work around or fixes?

MacBook Pro 16″, macOS 12.6
