That’s my issue there shouldn’t be any problems with billing when they already took the money out of my account and I haven’t received a refund for it.
Are you sure? Billing is usually every month or annual.

Proceed to fix, the issue is with your card. But first, make sure it’s not a phishing email pretending to be from Apple.
