Hi erikfromkirkland,
Have you tried restarting your device to see if the issue persists? This can sometimes clear up minor software issues. You'll also want to make sure that the feature isn't disabled:
"If you don’t see 
, make sure Dictation is turned on. Go to Settings 
> General > Keyboard, then turn on Enable Dictation."
