I can’t get any of the apps on my phone to download. I’ve got a new phone and I had to delete the old phones the apps to the LG to the iCloud on the new phone. I can’t get them to work anymore only half of them uploaded.

Your post makes little sense, what do you mean you deleted apps to the LG to the iCloud?
LG phones are Android and you can't run Android apps on your phone. You need to download the apps from the App Store.
No, I had my phone stolen so when I uploaded this one, all the apps didn’t load up half of them dead in the rust refused to load done everything from cloud, new cloud, update, clear history, everything the apps will not load up

I have a new iPhone 14 and most of the apps on loading up and I had somebody on AT&T tech do most everything that we could possibly do nothings working

What exactly have you done? Are you installing the apps from the App Store?
