The good thing is that Allow Repeated Calls is set to ON by default.
You can find this setting by opening Settings ➡️ Focus ➡️ Do Not Disturb ➡️ People ➡️ Allow Repeated Calls: Ensure that this switch is set to ON.

My experience with that setting is that all calls and texts come in immediately from the allowed people
You are correct about the "Allowed People" and their calls/texts coming through immediately.
The Allow Repeated Calls is for those who are NOT in your Allowed list.
