Apple watch cellular

I have a question. I go for run and I dont want to carry my iphone with me. During running I dont need to have phone calls or receive notifications. I only need to be able to call emergency service in case that something happen. I live in Czechia and if I ask for esim, I have to pay extra money and I dont want to. So my question is, will the emergency call work if I do not have esim, no data, no wifi around (run in the forest) and no people with iphone, only GPS? Thank you. Klara
