So my iPhone contacts show 351 contacts my iPad shows 346 and iCloud.con shows 356. All devices are enabled to sync with iCloud and no other services are being used.
disabled contacts and re enabled on all devices yet numbers are still the same.

One last stab, would to Sign OUT of iCloud on all devices.
Shutdown ALL devices.
Restart Only One Device and pause.
Sign back into iCloud.
We are attempting a Re-Sync only the 1 device with iCloud.
Do the numbers between iCloud and device match 🤞
If Yes, perform the same actions on the other devices
