It is not possible to change the AirPods function during a call.
Calls will always be received with 2 taps, followed by 2 taps to hang up. It is only possible to change the settings in relation to audio playback (Stop/Start, Next, etc.) Selecting "Off" doesn't help either. I just tested that.
