Does Focus allow reverse 911 calls etc?

Reverse 911 calls can be life critical - wildfires, Amber alerts, active shooters, etc. Our county uses Everbridge for this purpose, but other agencies may also issue these. I don’t know what phone numbers they may be using, and they are not in my Contact list. If Focus or Do Not Disturb are ON, will these calls still come through?
