When buying a new Mac, can you create a new Apple ID yet transfer over your old apps.

You can create a new ID but third party apps cannot be transferred to the other ID. At best you can share them by setting up Family Sharing with yourself. To learn how to set up Family Sharing, read this support article --> Set up Family Sharing - Apple Support
