I was given an Apple Watch (series 4) that was previously paired with another iPhone. I don’t have the phone (in another state) and I can’t go to settings on the watch because it only turns on with the watch face then doesn’t allow anything to be done on it. How do I clear the watch to pair with a different iPhone?

Well... Hopefully you're good friends with the previous owner because you're going to need their help after you reset it.

Pay close attention to the part about "Activation Lock" because that's what state it's going to be in after you reset it. It's also the part where you're going to need the previous owners help because there is NOT anyway to defeat it. It's a theft deterrent system.
If you can't seem to reset it using the steps in that article, the previous owner can do it remotely from their iCloud account.
