I can access my iTunes Match music library on my Apple TV 4K running TVOS 16.3.1 but cannot seem to connect to it using iTunes Remote app on my iPad running iPadOS 16.3 even though the iPad and the Apple TV are both connected to the same network and both have home sharing set on using the same Apple ID.

I use the iPad iTunes Remote app to access my iTunes Match library from iCloud on my Apple TV 3.1 (3rd gen, model A1427) quite happily.
However, it does not work on my Apple TV 4K 1st gen (model A1842).
I go to Settings/Remotes and Devices/Remote App and Devices but it won’t pair with my iPad 6th gen, latest iPad Air or latest iPhone SE, all running the latest OS version. “To pair a device, hold it close to this Apple TV”. Nothing happens.
All devices have been re-started, including the router. All are on the same network.
Apple still offer the iTunes Remote App as a means to control a music library on an Apple TV.
Why doesn’t the iTunes Remote app work with my Apple TV 4K?
I am talking about the iTunes Remote app, not the Apple TV remote.
