Hi all the midi notes in the midi editor showing in the piano roll show maximum velocity

Hi all the midi notes in the midi editor showing in the piano roll show maximum velocity..

I can hear different velocity for each note but cannot edit with velocity tool ..makes no difference... they all show RED

anyone?
