The iPad Pro 11” with M1 or M2 CPU supports 120Hz for its internal display. In general, for external monitors, the maximum achievable refresh rate is typically 60Hz.

When driving an external display, both the type of connection (such as HDMI, DP Alt Mode over USB-C, Thunderbolt) and the external display’s own capabilities will determine the available refresh rates. As such, you’ll need to check the specifications of your monitor - and for HDMI the Adapter - to determine the maximum refresh rate available for your combination of components.
