How to: Set up Family Sharing - Apple Support
eg: If you want to add another member to your family,
you can send an invitation via Messages, email, or in person.
(Above article also tells how the family member can "Join a family group")
or
How to: Add a family member to your subscriptions from Apple - Apple Support
Once you have family sharing turned on:
Eligible subscriptions are automatically shared with your family members.
(The family member may need to restart their device for the update to take effect.)
