If your iPad is unresponsive, connect your iPad to its Power Adapter and allow the iPad to charge. While still connected to external power, try a forced-restart:
Force restart iPad (models with Face ID or with Touch ID in the top button)
If your iPad doesn’t have the Home button, do the following:
Force restart iPad (models with the Home button)
Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.
If iPad doesn’t turn on, or if it gets stuck during start up, see the Apple Support article If your iPhone, iPad, or iPod touch won’t turn on or is frozen. Or if your iPad isn’t working correctly after you restart it, see the iPad Support website.

Update: So I just returned from the Genius Bar and the technician tried to Update or Restore my iPad Air, neither of which were successful….so he replaced my device with a new 4th Gen iPad Air at no cost to me under the provisions of my Apple Care Plus. He wasn’t exactly sure what the problem was but thought it was related to a hardware/software interface issue.
Thank you for your post but in spite of performing the steps you outlined, the iPad is still stuck with the Apple logo on the screen and is still unresponsive…
Thank you, I have a Genius Bar appt now and will report back on this thread….appreciate your advice.
You are very welcome. The technicians should be able to resolve the problem.
A good result - exhibiting the benefits of an active AppleCare+ plan.
