Sierra 10.13.6 on macOS 10.13.6 is not quitting while not running.... literally. What do I do about this? Illustration below shows message received when trying to start Safari from finder AND the dock shows that Safari is running. Thanks for your help.

Safe Boot, (holding Shift key down at startup), does the problem occur in Safe Mode? Could take 10 minutes.
Safe mode attempts to repair Disks & clears lots of caches & loads safe Drivers, & prevents loading of 3rd party extensions, so if Safe Mode works try again in regular boot.

I am sorta embarrassed to say that while I was awaiting a reply I simply did a shut down and a restart and that fixed it before I needed to try your solution. Nevertheless, I thank you so much.
