Apple Pay works on iPhone but not watch

I have an ultra watch. i have 4 cards loaded. Same as the iphone. Apple pay works fine on the phone but not on the watch. the cards show up, but the card readers do not detect it. I've turned off assistive touch. I've confirmed with the banks that the cards are good (they work on iPhone).

the only thing I haven't done is remove all cards and reinstall.

Apple watch SE 2 After the latest update my credit cards wont work with apple pay. I use 3 different bank cards and all of them when I try to pay the terminal ask to swipe the card. I removed the cards and add them again but still the same.

Card works on phone and previous watch but will not work on new watch Bought new Apple Watch ultra. Watch app will not let me add existing card used for Apple Pay even though it works on the iPhone and worked on the previous watch.
