When charging my iPad won’t stay shut down it restarts

When connecting your iPad to its adapter, if shut-down, you will trigger a restart. This is intentional - as your iPad uses this opportunity to perform automatic housekeeping tasks, including automatic backup to iCloud.

However, should you choose to do so having connected to the Power Adapter, you can perform a shut-down - after which your iPad will continue to charge.
