I want hotspot

It is up to your carrier.....Not Apple.....to offer hotspot on your phone either included with your plan or for an additional fee to your plan. Some carriers do not offer a hotspot feature.

Settings > Cellular

If your current plan offers a hotspot option you will see Personal Hotspot. Tap on that.

If your carrier does offer hotspot, there may be an additional fee for the data that you use with the hotspot.

If you don't see Personal Hotspot, your carrier does not offer this feature or it is not included in your current plan. Call your carrier.
