All installable Apps are sourced exclusively from the Apple App Store - from which you can only obtain the currently supported version of available Apps.
App Developers sometimes opt to keep an older version of their App(s) available for download by devices that cannot be updated to the most recent version of iOS/iPadOS. You cannot choose the version to install; your device will only install the most recent release of an App that is compatible with the device that is performing the download.
Whether or not an older version of an App remains available is totally at the discretion of the App Developer.
