My settings are Auto-Lock after 30 seconds and Raise to Wake. The purpose is to be able to take photos while the phone is in a waterproof case, without leaving it on and running down the battery. But the phone won't sleep when the camera app is open. I've looked through all the settings, and don't find anything that seems relevant or helpful. Any suggestions?

The design assumes that if you have the camera open you want to take pictures, and you don’t want the phone to lock between takes because you might miss a shot. You can leave feedback for Apple→Product Feedback - Apple, but I suspect that most users would prefer that the phone not lock when they are using it as a camera.

It's been my experience that there is no such thing as "most users prefer." That's why we have so many different settings!
