Have you verified that it is enabled? In System Settings, Privacy & Security, Location Services (In the right hand side of the menu). Then toggle Location Services to the ON position and enable apps that you wish to have use this service below it. If it already was/is on, I suggest entering into Safemode which does diagnostics and repairs many issues.
