It used to be possible in the earlier system versions, but it is no longer possible on iOS 16.

We can only edit the memories in a limited way, to have them play short, medium, or long: Personalize your memories in Photos on iPhone – Apple Support (UK). But that will only change the number of Photos, not the speed.
