“Allow Finger to Swipe From Corner” is deactivate! I cannot turn it on.

Have you enabled the new Stage Manager feature? The corner-swipe gestures are not available with Screen Manager enabled.

To use the corner-swipe gesture, you need to disable Stage Manager:

Settings > Home Screen & Multitasking > Stage Manager > Use Stage Manager on iPad - set to OFF
