My phone only has a capacity of 84 percent is that why I am having issues with my phone

Hi! My phone stops a lot when want to see clips that were send to me. Is it due to my battery that it is down to 84 percent?

My phone keeps losing percentage when it’s even charging it keeps going down. It’s a bad battery. My phone losing percentage even when it’s charging do I need a new battery?
