How to change credit balance so I could change my country region from India to canada.

i do now have any redeem card or anything and I am already in canada facing problems to download apps

Buy something more expensive than your balance and use a different payment method for the excess amount; if you can't, use this link to ask the iTunes Store staff to zero it.
