Do you loose data when you sign out of iCloud, then sign right back in?
How can I stop getting message to sign into iCloud, when I’m already signed in?

Anytime you sign out of your iCloud, regardless for how short the amount of time, the data being synced will no longer be synced. That may result in things being removed from your device or prompts asking whether you want to download some of the data. Signing out of iCloud isn’t often a step we’d suggest.
Where are you being asked to login? It looks like, from your profile, we’re working with a Windows computer but the question is in a community for the iCloud website. We want to clarify where you’re seeing this notification.
It would also be helpful to know if you see any error messages when signing in on this notification.
A few other basic steps would be:
• Restart your computer and check again
• Be sure iCloud for Windows is up to date - Download iCloud for Windows
