iPhone 13 iOS 161.3 Notifications silenced appears wherever I send a message yet Focus is not being used and Do Not Disturb is not turned on. I can't seem to get rid of "Notifications silenced." Assistance is appreciated!

Have you enabled Scheduled Summary?
Settings > Notifications > [Select the App that you are having trouble receiving immediate notifications]
See the pic below for a few examples. Please select immediate delivery.
Go to Settings and tap Notifications. Select an app under Notification Style. Under Alerts, choose the alert style that you want. If you turn on Allow Notifications, choose when you want the notifications delivered — immediately or in the scheduled notification summary.

Thank you for the clear, detailed and informative response. Just before I received this for some unknown, magical or mystical reason, the "notifications silenced" message disappeared and everything started working normally again. At the very least I now have this tool you provided for troubleshooting, and greatly appreciate it.
All of a sudden, "Notifications silenced" has reappeared, without my having made any changes to anything. I followed your sage advice in settings-->notifications. What else can I do?
