There are no indicators on the remote itself to show that it is charging. You can follow battery charge levels increasing in Settings on Apple TV.
To charge the remote, follow the advise given: charge directly to a computer, or charge to a power adapter in an AC socket.
If the issue persists, then contact the Apple Support staff, to help determine if it need repairs (battery service).
