Stolen Apple ID and password

My wife phone was stolen, the phone was hacked and the thief got access to her Apple ID and password, the thief was able to change, both ID and password, along with all reference to my wive’s information.

My kids phones that were liked to my wive’s Apple account were deleted. And the thief got access to all information in there phone and in the cloud.

I was approached by the hacker though messaged from my wive’s facebook account to my personal FB account, requesting USD 1500 for gaining control of my wife’s apple account back again.

How can a I gain control to my Apple account if something like this happens? How?

what are preventive measures to have if something like this happens?
