My Apple Watch is frozen on page that provides a way to choose an option for how apps are viewed-grid or list. I cannot get it off. When I get emails or text messages they pop up for a few seconds but then the watch face goes back to the page I described earlier and I cannot clear it.

Have you tried a forced restart of your watch? To force restart, hold down the side button and the Digital Crown at the same time for at least ten seconds, until the Apple logo appears. See this:

If that doesn't help, then the next step is to unpair the watch from the phone and reset:

If that doesn't work, it's back to Apple:
