If your email has "no content' you can go to your provider's site and read it there and also forward it back to you and it will show the content. At least that works for me. All other fixes I have tried did not work.

mail app select Mail>Settings>Privacy disable:
“Protect Mail Activity”
“Hide IP address”
“Block all remote content”
compare your results.
