Settings Glitch

It looks like the Settings app has a glitch: I would like stay responsbile for my own security and hence keep refusing Apple's nudge to sign up for two factor authentication. But the app constantly keeps nudging me to upgrade to two factor - the only option I seem to have is to either just ignore the badge on the settings app or autheticate with my apple id and choose "Don't Upgrade" - this latter effort simply makes the badge go away for a few minutes on the settings app but then it comes right back.

Please help!

I don't think I would have an issue either, if I wanted to enable two-factor auth.

The issue is that since I don't want to, I shouldn't have a constant red 1 on the settings app in the dock - especially, after I have authenticated and told apple that I don't want to "upgrade".

And I have fed back to Apple, right since 13 came out...
