can not purchase iap from night of the full moon

everytime i try to buy candies, it says not successful. what should i do? I've tried reinstalling, still doesn't work.

How to enable in-app purchases on iPhone

Go to Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > In-App purchases > Allow
