I bought an ipod off of eBay for my son with Down Syndrome so he can have something small that fits his hand. I was only told it had a passcode lock, which I wiped it to use and now it has an activation lock and I don't know how to fix that.

Ask the seller to remove the lock or give you a refund, or ask eBay for a refund. It's an anti-theft measure.
