Apple Pay disappearing on Apple Watch 7
Apple Pay keeps disappearing from my Apple Watch Series 7, I have tried unpair and pairing and it fixes the issue temporarily but then disappears again

That should not happen unless you have some snake oil security apps on the iPhone like VPN or Anti-virus.
If unpairing and pairing does not fix it permanently and you have no security apps on the iphone which is updated to iOS16.3.1 then Contact Apple Support

Also recently I had turned on AssistiveTouch in Accessibility. I had turned it off and Apple Pay was not working from the Watch, I turned AssistiveTouch back on then turned OFF the “Confirm With AssistiveTouch”, then turned off AssistiveTouch, and the ApplePay worked again, showing the “Hold Near Reader” when you double tap the side button
No change to speed it’s always been the default . That’s not the issue, Apple Pay is not on the watch anymore. I have to unpair and pair the watch to get it back. It stays for a little (a few hours or a day) then disappears again.
before doing the last unpair and pair to get Apple Pay back on the watch I tried deleting some watch faces as adding faces was the last thing I did before getting this issue. So far Apple Pay has not disappeared so fingers crossed that works.
this does seem to be an issue/bug though as I’ve seen other discussion threads on this forum mentioning the same issue.
apple Pay disappeared again after a week or, I even updated to the latest release v9.3.1 and it still disappeared! I’m sick of unpairing and pairing the watch every time this happens, which means calling the bank to revalidate my cards each time!
come on Apple, you need to recognize this as a bug and fix it!!

I did find a few other threads on the community with a similar problem but no answer as to the root cause. The only answer is to unpair and pair the watch which is a real pain!

The calling the bank thing is a requirement in USA that we don't have in my country UK and also needs to be brought into 21st century.
We use the CVV codes on the cards.
I still have never had apple pay disappear on any device. The only time it was not working on Watch with double click was on the occasion I described where I had been experimenting with assistive touch and left part of it still on.
Bugs tend to affect everyone, this doesn't, it's not a commonly reported problem.

Double clicking the side button no longer shows any Apple Pay, instead it’s just a list of apps
In Settings, Accessibility, Side Button click speed, have you moved the click speed away from the Default speed? If so move it back to Default.
I never set any assistive touch settings either. Not sure why this started happening, it’s been working fine for over a year until just a week ago
By the way the Dock you described comes up with a single side button which again suggests your double click may be a bit slow .
If you press the crown and tap on Wallet is Splke Pay there?
