Two reasons, but there may be more that are hidden.

1) The phone will not update as long if you have Low Power Mode for the battery enabled on the phone. Turn off Low Power Mode

2) The phone will not update using a cellular data connection. The phone needs to be connected to a good Wi-Fi network with Internet access.
