Why would a apple cell just rings and ring without it going to the voice mail? I'm calling someone at it just rings, doesnt move on to voice mail? Is it disconnected? My text do say delivered when I text???

Apple has nothing to do with voicemail, that is a phone carrier feature. Whomever you're calling they need to work that out on their end.
Cell continues to ring no voice mail comes on
