I understand you have a Mac whose FaceTime camera LED remains on after using some app from some insurance company. Is that correct? I assume you don't know what app that might be, but you want to turn off the FaceTime camera without shutting down the Mac, for whatever reason that may be.
You can close open apps using a key combination to quickly switch between app windows.
Refer to the following: Manage app windows on Mac - Apple Support:
On your Mac, do any of the following:
Switch to the previous app: Press Command-Tab.
Scroll through all open apps: Press and hold the Command key, press the Tab key, then press the Left or Right arrow key until you get to the app you want. Release the Command key.
In conjunction with ⌘-Tab press ⌘ Q to quit each of those open apps until you find the one that's using the camera. When you quit the app that is using the FaceTime camera, its green LED will extinguish, indicating the camera is off.
